Weather for iPhone does a good job keeping it simple. Sometimes I feel like I have to wade through a bunch of useless info or do a lot of calculations to get to what I really care about. The bad thing is that it doesn’t show the low or chances of rain on the primary page.
Another really simple weather app is Today’s Weather Lite. It just compares yesterday’s weather with today’s (or tomorrow’s) so you have a frame of reference.
