The first part of the article says you have to unlock your iPhone to install iSnort, but the second part says you have to jailbreak it. Translation: you just have to jailbreak it. Unlocking is what lets you use the iPhone with carriers other than ATT. Jailbreaking can be easier than unlocking.

This is a SCAM. The ad makes it appear as if its a 3rd party app which requires Jailbreaking your phone. After purchasing you get a link claiming the app is in development but provides an equivilent video in the meantime. The video can be transfered to iphone using itunes like any other video. Don’t give this punk any more money. The only chance of ever seeing a completed app would be if this guy reinvest the sucker’s money and hires a developer. I could have created the same thing myself in 20 minutes and saved the $9.00

Don’t be fooled by this, it’s just a video.
It even says in the Terms & Conditions “You accept and acknowledge that the Video is only a video, and not a software application.”
